Social and Community Plan 2003-2008Murray Shire Council's Social and Community Plan 2003-2008 was produced to comply with the provisions of the Local Government Act and in accordance with the Local Government Amendment (Community and Social Plan) Regulations 1998. Social and Community Planning is one way of ensuring that councils maintain a focus on addressing the needs and aspirations of their local communities in an efficient, fair and equitable manner. A Social and Community Plan examines the needs of the local community, including groups that may be disadvantaged in some way, and formulates access and equity activities that Council and/or other agencies could implement to address identified needs. Access and equity activities are any activities that aim to promote socal justice and enhance community well-being. Council's first Social and Community Plan was for the period 2001-2004. For this, the second Social and Community Plan, Murray Shire Council joined with the Shire of Campaspe undertaking a combined consultation process. The intention was to achieve more integrated regional planning around common issues, especially cross-border anomalies. The work was conducted by Globa Human Services. The Social and Community Plan 2003-2008 is a product of extensive consultation with consumers and service providers (through meetings, surveys, telephone and face to face interviews and workshops). The Plan is also informed by a range of documentation, including Council reports and the Council's Management Plan 2002-2005. There was a widespread satisfaction with Council's performance, particularly its responsiveness to residents, its population growth and development and its commitment to building a better community. Residents felt a sense of belonging and safety in their communities and were satisfied with their ability to participate in decision-making affecting them. The drought has had significant impact on communities across the Shire and recovery at an economic and social level will take some time. The Plan reflects a greater emphasis on issues affecting the community as a whole rather than specific interest groups. Support for families, especially after the drought, and health issues were a source of universal concern to those involved in the consultation. This reflects both the impact of the drought on people's wellbeing but also a national concern about the provision of medical services.
