Council Departments

Council operates four (4) main departments, as follows:

GENERAL MANAGER'S DEPARTMENT

General Manager: Ms Margot Stork

The General Manager oversees the functions of each Department within Council and is an important link between the four (4) key Departments and the Council. The General Manager:

  • provides a communication link between Council, its ratepayers and the senior staff;
  • is responsible for the day-to-day running of the Council, including the control of all staff;
  • is responsible for the implementation of Council's adopted budget and management plan;
  • is responsible for the following functions of Council: Economic Development, Welfare Services, Youth Services, Emergency Services, the Mathoura Visitor and Business Centre, Human Resources Management, and Civic Business such as citizenship ceremonies and civic receptions.

CORPORATE SERVICES DEPARTMENT

Director: Mr Philip (Phil) J Higgins

The Director of Corporate Services is Council's Public Officer and is responsible for the following functions of Council:

  • Finance and Budgets
  • Administration
  • Secretarial and Records Management
  • Customer Service
  • Insurance
  • Rates and Charges
  • Stores and Materials
  • Information Technology
  • Library Services
  • RTA Agency
  • Debt Recovery

ENGINEERING DEPARTMENT

Director: Mr Leigh Robins

The Director of Engineering is responsible for the following functions of Council:

  • Construction (roads and bridges)
  • Maintenance (road, bridges, kerb and guttering)
  • Plant and Fleet
  • Town Maintenance
  • Infrastructure Management
  • Traffic Management
  • Water Supply
  • Sewerage Services
  • Drainage/Stormwater
  • Project Design and Management
  • Asset Management
  • Private Works
  • Road Safety
  • Rural Fire Service

ENVIRONMENTAL SERVICES DEPARTMENT

Director: Mr Simon Arkinstall

The Director of Environmental Services is responsible for the following functions of Council:

  • City/Rural Planning (land use)
  • Building Control
  • Food/Health Matters and Inspections
  • Development Applications
  • Parks and Gardens
  • Companion Animals and Stock Control
  • Cemeteries
  • Pollution Control
  • Waste and Recycling Services and Depots
  • Council Property
  • Swimming Pools
  • Caravan Parks
  • Heritage and Conservation
  • State of the Environment Report
